National Infrastructure Assessment Report 2
Following the release of its first National Infrastructure Assessment report in 2025 (NIA Report 1), the Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada has tasked the Canadian Infrastructure Council (the Council) to deliver a second National Infrastructure Assessment (NIA Report 2) in the first half of 2027 with a continued, more in-depth assessment of housing-enabling infrastructure.
The Council's next phase of work will be designed to shift the conversation, from identifying issues and gaps to advancing implementable approaches to overcome them. Building on the evidence-based foundation established in NIA Report 1, NIA Report 2 will seek to provide deeper and more practical guidance and actionable solutions regarding:
- Long-term housing-enabling infrastructure needs at community-level, including data gaps;
- Ways to unlock private sector investment and advance innovative delivery models to improve efficiency of investments; and,
- Tools and best practices for communities to optimize and strengthen resilience of existing infrastructure.
To support the development of NIA Report 2, the Council will continue to engage with municipalities, provinces and territories, Indigenous organizations, industry, and other experts to reflect a broad range of perspectives and expertise.
National Infrastructure Assessment Report 1
On November 27, 2025, the Canadian Infrastructure Council published Canada’s first National Infrastructure Assessment (NIA Report 1), Building Foundations for Tomorrow: Assessing Housing-Enabling Infrastructure Across Canada.
The Canadian Infrastructure Council was mandated by the Minister of Housing and Infrastructure to focus the first NIA on the core public infrastructure needed to build more housing – specifically water and wastewater; public transit and active transportation (i.e. community mobility); and, waste management – and the challenges these systems face due to population growth and climate change.
